With the retirement of POTS, Phone Carriers are now using Voice over Internet Protocol (VoIP) and SIP services. These are okay for some uses, but are can be unreliable for Fax. Problems using these lines include faxing incomplete pages and dropped transmission. The more pages faxed, the less likely it will go through.
Some providers even state they “do not support faxing over SIP since it is known to be problematic”. VoIP is known to be reliable for Voice and can tolerate delays or drop, however Fax transmissions aren't as forgiving as human speech. Unfortunately, even a 1% packet loss can kill an entire Fax transmission. Additionally, ATA (Analog Telephone Adapters) are also very unreliable for Faxing.
